REPORTING TO: CEO of YMCA Cape Cod and ClearPath Advisors as OPM

Summary:
YMCA Cape Cod is seeking a qualified, detail-oriented, and contract-based On-Site Representative (OSR) to monitor the construction of a new 68,000sf YMCA facility in Falmouth MA. It is anticipated that the OSR will be an independent contractor and not an employee of YMCA Cape Cod. This role is essential in helping the development team ensure that the project is completed on time, within budget, and to the highest quality standards. The OSR will serve as a liaison between the YMCA, Owners Project Manager (OPM), design team and contractors, ensuring compliance with all the contract documents.
The OSR will provide overall support to the Ownership group, OPM, and design team by monitoring the site and liaising with the construction team. By monitoring the project closely and addressing issues early, it is anticipated that the On-Site Rep will help to prevent costly delays and construction conflicts. General construction will be commencing in late March/ early April 2026 and will take 18-20
months for completion.
Pre-Construction:
- Review all final construction documents to become generally familiar with the scope of work in order to fulfill inspection and reporting duties outlined below.
- Attend pre-construction meetings with the design & construction management teams
Site Inspections:
- Monitor construction progress and adherence to the approved work schedules and key milestones determined by the general contractor, subcontractors and suppliers.
- Monitor all aspects of the construction process to determine that work, in general, is being performed in accordance with the field issued plans, specifications, and related contract documents.
- Monitor general cleanliness, safety and orderliness of the construction site.
- Maintain a cooperative relationship with the general contractor’s on-site supervisor.
- Facilitate communications between the Contractor and OPM, Design Team and Owner, as necessary, and foster an overall team approach.
- Visit the site approximately 3X per week as required by work-in-progress and prepare concise weekly reports summarizing site observations. Reports shall include, but may not be limited to, schedule progress, overview of specific areas or aspects of construction in progress, photos, inspection comments, issues identified and general site observations. Reports may be more or less frequent and more or less detailed, depending upon the work in progress at the time of the inspections.
- Notify the OPM and Architect immediately if, in the opinion of the On-Site Rep, work does not conform with the contract documents or require special investigation by the OPM or Design Team.
- Keep an accurate log of site visits, including work in progress, sub-contractor activities, significant material deliveries, third party testing, inspections or other notable observations.
- To the extent available within the OPM’s working budget, attend and participate in most of the weekly on-site or on-line meetings with the Design Team, OPM and Contractor. It is anticipated that on-site meetings will occur 2x per month with on-line meetings occurring during the intervening weeks.
- When required by special circumstances, review design team approved shop drawings, product data and samples for understanding of final selected products
- If special circumstances arise in the opinion of the OPM, review Contractor’s Application for Payment
- At no time shall the On-Site Rep assume responsibilities of the OPM, Design Team, Owner or Contractor nor will the OSR be responsible for the implementation of their work.
- Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or a related field preferred.
- Proven experience in construction supervision or as an OSR (Clerk-of-Works), particularly in large-scale commercial projects.
- Strong knowledge of construction processes, building codes, and safety regulations.
- Excellent communication, organizational, and problem-solving skills.
- Ability to read and interpret construction drawings and specifications.
- Proficiency in navigating Pro-Core project management software and Microsoft Office Suite.
As an anticipated sub-consultant, a competitive hourly consultant rate and scope of anticipated hours
per week will be negotiated with the selected candidate commensurate with experience.
Work Schedule:
This is a part-time position, requiring on-site presence during key construction phases and meetings.
Flexibility in hours may be necessary based on project needs.
